More than three years after the promulgation of the Law Nº 1064/97, of the assembling companies, the state has finished the regulation of this law and the National Council of Assembling has been constituted, who granted at the end of the year 2000 the respective license to the first 11 companies that had asked to be able to work under the régime of this law.

Now the companies already authorized have time until March of the 2001 of putting in order to all their papers to be able to begin their activities before half-filled of the year in course.

The assembling programs already approved by the state are about a volume of investment of about 80 million dollars and they will give work source, in direct form and insinuation to some 2000 people.

The Law Nº 1064/97, of the industry of assembling export has for object to promote the establishment and regulation the operations of assembling companies that are devoted total or partially to carry out industrial or service processes, dedicated to the transformation, elaboration, repair or assembling of goods of foreign origin, impoprted temporarily.

Although the regulation of the Law 1064/97 allow the full operation of an assembling company up from this year, yet from 1997 two assembling plants are working with special permission. One in the branch of the tobacco and the other one in the production of electric devices, mainly fans.

The Law Nº 1064/97, of the industry export assembly has for object to promote the establishment and to regulate the operations of companies of industrial assembly that are devoted total or partially to carry out industrial processes or of services dedicated to the transformation, elaboration, repair or assembling of goods of foreign origin imported temporarily.

Assembling régime allows sales in the internal market
Although the concept of assembling is based on the reexport of final goods, after the elaboration "raw material" imported temporarily, the Law 1064/97 allows the sale of an 10% of the assembling products, inside the national territory. Therefor, the producer vided the producer has to pay all the corresponding obligations on the materials that finally won't be reexportados.

This Law has for object to promote the establishment and to regulate the operations of companies industrial assembly plants that are devoted total or partially to carry out industrial processes or of services incorporating manpower and other national resources dedicated to the transformation, elaboration, repair or assembling of merchandises of foreign origin cared temporarily to this effect for its later reexport, in execution of a contract undersigned with a company domiciled abroad.

Regulation of Law No. 1064 of 1997

The present regulation will govern the application of the Law N° 1.064 of May of l.997 13, "Of Assembling". This regulation and respective Resolutions, will be applied for the cases not foreseen specifically in this Law.
