MANAGEMENT INDUSTRALIST NATIONAL PRIZES
NATIONAL PRIZE TO THE QUALITY AND EXCELLENCE IN THE MANAGEMENT
In October of 1999, the Decree N° 5725 was promulgated by which the National Government institutes the NATIONAL PRIZE To the QUALITY and EXCELLENCE IN the MANAGEMENT, like an instrument to recognize the public and deprived organizations that stands out in the application of processes of continuous improvement in the quality of goods and services, stimulating this way the competitiveness and the development of the same ones; it is a form to present/display them like model of successful management for the rest of the companies and national organizations.
Most of the countries of the world and all those of the Mercosur they have implemented east mechanism of recognition, that has the particularitity of being granted and being given in a solemn ceremony by the Maxima authority of the country annually.
The National Prizes to the Quality are not expressed in a monetary value, as they are not simple trophies either since for the evaluation of the postulantes to the Prize a Model of Management with Excellence is developed to everything, that can be used by all type of organizations like diagnosis instrument to detect the improvement areas to reach the excellence in its management; that is the true benefit of the Prize, that in addition to being a recognition the best ones it also serves to be better that they follow the Model.
Objectives of the Prize
Decree 5725, defines the objectives of the Prize of the following way (Art. 2º):
- To promote and to stimulate the knowledge and establishment of the processes of Total Quality and Excellence in the Management in the productive units of goods and services in the country;
- To promote a greater productivity in the diverse economic activities, when increasing the efficiency of the productive processes and the quality of products, from the approach of promotion and not of regulation;
- To foment the national exports of products, goods and services, cradles in one better quality, and thus to obtain a greater level of competitiveness and prestige in the international markets;
- To recognize and to stimulate the integral efforts towards the Total Quality and the excellence of the national organizations, and to make know the successful strategies in the matter.
Requirements to postulate itself to the prize
Decree 5725 says that they will be to aspire to to be winning of the National Prize to the Quality and Excellence all the organizations, public or prevailed, established in the national territory, even those who constitute independent parts, branch, filial or dependencies of companies or organizations, whenever they are clearly identifiable, in opinion of the institution administrator of the Prize (Art. 3º).
The same ones will have to fulfill the following conditions:
- That they consider to be applying a process maintained and coordinated of improvement of the Quality and the Productivity in all the areas that conform the organization, as much in those of production of goods and services, like in the distribution of such, administration, market, service post-sale, etc.
- That they are arranged to in detail describe to its Systems and processes that tend to obtain the Total Quality and the Excellence, as well as the results that had reached, and to allow that an assigned group of experts verifies the presented/displayed information.
- That they accept to share and to spread the fundamental aspects of its Systems, processes and profits in the matter of Total Quality and of Excellence, not therefore the own secrets of its activity, so that can serve as model and guides for all the organizations of the country.
- That they fulfill the indications of Manual of Use and the Application of the Logotipo of the National Prize to the Quality and Excellence that the institution in charge develops to administer the Prize.
- That they have not been object of sanction on the part of the organisms competent public in the three (3) immediate years previous to the one of the call for the granting of the Prize.
The winning organizations of the National Prize to the Quality will be qualified for the use of logotipo by the term of 3 (three) years.
Categories
The prize will be able to be granted in different categories between and small great, medium, micros companies of the deprived sector, whereas in the public administration categories between the different organisms from the sector settle down.
They will be possible to be granted up to two prizes In each one of the categories, If no company or organization adjust to the exigencies and established requirements, will declare desert the prize in the respective category (Art. 4º).
Those organizations who receive the National Prize to the Quality and excellence will have to be committed to spread the concepts, tools, processes or systems for improvement of the quality, among other organizations established in the country, not being able to be awarded again in the same category by a period of two (2) years following to that where they were awarded.
Delivery of the first prizes
Of not arising inconvenient, the first prizes will be given in the month of October of 2001; before it will be developed to a process of evaluation and selection of the postulantes to the prize according to the criteria of Modelo-Guía; it is necessary to remember that the month of October is declared in Paraguay like Mes of the Quality.
Administration of the Prize
The administration of the National Prize to the Quality is exerted by the FOUNDATION NATIONAL PRIZE To the QUALITY and EXCELLENCE (FUNDAPREMIO), organization of communal property, without aims profit, created for this aim by the same Decree 5725, whose position it willbe in exclusive form and under its responsibility establishing the categories of premiación, like thus also Modelo-Guía, Manual of Use and the Application of the Logotipo of the Prize, and the diverse aspects associated with the evaluation process and selection of winners.
